Digital signals and modulations or Mystery signals

Anyone who has listened to the shortwave bands more than informally will be aware of the vast variety of signals that can be heard from broadcasts to amateur and utility companies.
Transmission methods have changed over the years. Much of the old morse (CW) has disappeared, single side band (SSB) has largely replaced Amplitude Modulation (AM), and more and more digital modes are emerging - and are now used by broadcasters, amateurs, and utility companies. All these stations have a purpose.
All the while, shortwave listeners have listened, studied, and speculated about some of the strange signals found on shortwave bands. Signals that defy explanation, ignore band plans and don't seem to have a rational purpose.
Some of these signals are number stations - male, female, or even digitized voices that read groups of numbers or letters 24 hours a day and on different schedules, often accompanied by scraps of tunes or interval signals.

THE MYSTERY STATIONS

This leaves a much smaller number of mysterious cues that first came to my attention by a group called ENIGMA,
(who studied these number stations), via their newsletter.
In a section of their newsletter called "Things That Go Buzz In The Night", this curious collection of bizarre broadcasts caught my interest and curiosity.
What is the purpose of these signals? Who is broadcasting them? Why are they not listed in published frequency lists or are they not recognized by governments? Why can't we learn more about it?
Some of the signal has been heard and clicked and buzzing for years, others just disappear to pop up again and again, creating their own bit of mystery as others occupy the short wave bands and disappear forever.
The purpose of this site is to collect and disseminate information about these signals, and to provide possible explanations and answers to the puzzle.
